中化建國際招標(biāo)有限責(zé)任公司受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進(jìn)行國際公開競爭性招標(biāo)，于2025-08-22在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。

投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或代理商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
如果投標(biāo)人按照合同提供的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商同意其在中國為本次投標(biāo)提供該貨物的合法正式授權(quán)。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
B. Bid by Agent is accepted. The bidder shall be the manufacturer or the Agent of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall obtain the legal and formal authorization from the goods manufacturer to provide such goods for this tender in China.All related bids will be rejected if a bidder re-authorizes the goods it has been authorized to other bidders to participate in the bidding simultaneously.
C. 投標(biāo)人為事業(yè)單位的，應(yīng)具有合法有效的事業(yè)單位法人證書，投標(biāo)時需提供原件掃描件（原件被查）。投標(biāo)人為分公司的，提供具有合法有效的營業(yè)執(zhí)照和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)），認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績，投標(biāo)時需提供原件掃描件（原件備查）。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。
C. If the bidder is a public institution, it should have a valid and legal certificate of a public institution legal person. When bidding, a scanned copy of the original must be provided (if the original is verified). If the bidder is a branch company, it shall provide a valid business license and an authorization letter from the superior legal entity (authorizing the branch company to bid), recognizing the qualifications, credentials and performance of the branch company and the superior legal entity, but not the qualifications, credentials and performance of other branches of the same superior legal entity. When bidding, scanned copies of the original documents (originals for verification) shall be provided. Only one branch company and the superior legal entity can participate in the bidding. If both participate in the bidding, all bids will be invalid.

（2）業(yè)績要求Requirement for Bidder's reference:
2010年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投往復(fù)泵的制造商須至少具有（以下各項可以不在同一合同中，但必須全部滿足，所提供供貨業(yè)績均為符合API674要求的柱塞式往復(fù)泵）：
(1)至少具有一個合同，合同中供貨數(shù)量不少于2臺泵
(2)至少一臺泵輸送介質(zhì)為醇類
(3)至少一臺泵額定流量不低于15m3/h
From January 1st, 2010 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the reciprocating pump offerde by the bidder must have at least (the following items can be in different contracts but must all be satisfied, and all provided supply performance must meet API 674 requirements for plunger reciprocating pumps):
(1) Have at least one contract with a minimum supply quantity of 2 pumps.
(2) At least one pump with alcohol as the transported medium
(3) At least one pump with normal flow not lower than 15m3/h
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、介質(zhì)、額定流量、所采用的標(biāo)準(zhǔn)等。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, transported medium, normal flow, pump design and manufacturing standards etc.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.
投標(biāo)人為代理商的，需同時提供投標(biāo)人代理該授權(quán)單位旗下品牌泵的近三年內(nèi)（以業(yè)績合同交貨期為準(zhǔn)算）的代理業(yè)績。
If the bidder is an agent, it shall also required to provide the agency performance of the bidder for the brand of pumps under the authorized unit in the past three years (calculated based on the delivery date of the performance contract).
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products tendered by different manufacturers of the same group worldwide (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) shall be regarded as the performance of the manufacturer of the products tendered by the bidder. The bidder shall provide a letter of explanation, stating that the manufacturer of the products being tendered this time belongs to the same group as the manufacturer of the products that meet the above performance requirements.
如果投標(biāo)人為制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供該制造商的業(yè)績。
If the bidder is a company within the manufacturer's group responsible for sales, it must provide the manufacturer's track record.
